NOTICE OF SOLICITATION FOR PROPOSALS
TO OPERATE WORKFORCE INNOVATION
& OPPORTUNITY ACT PROGRAMS

Mid-East Commission, as Administrative Entity for the Rivers East Workforce Development Board and the Rivers East Workforce Investment Consortium will be accepting Request for Proposals (RFP’s) from qualified and eligible organizations and businesses for the competitive selection of Adult & Dislocated Worker program operation(s), Youth program operation(s), and local One-Stop Operation(s) under the Workforce Innovation and Opportunity Act (WIOA). Please note, we are releasing three separate RFPs. Mid-East Commission will develop cost reimbursement contracts with successful bidders with the intent to enter a two-year contract cycle beginning July 1, 2023 and ending June 30, 2025. The second-year extension is available provided the selected service provider(s) are demonstrating and documenting successful performance, and adequate WIOA funding is available to the Local Area to support continued
program operations. The initial funding period will be July 1, 2023 to June 30, 2024. The Rivers East Workforce Development Board and Rivers East Workforce Investment Consortium is comprised of Beaufort, Bertie, Hertford, Martin & Pitt Counties. RFPs are being accepted for all five (5) counties. RFP packages will be released for competitive procurement after 10:00 am beginning Thursday, March 30, 2023. RFP packages are due no later than 5 pm (Eastern Standard Daylight Time), Sunday, April 30, 2023. Late proposals will not be accepted regardless of the circumstance. To receive the RFP

and e-mail address. RFP packages will be submitted via Dropbox which will be shared during the mandatory bidder’s conference. All prospective bidders must attend the bidder’s conference. The conference will be held, via Zoom, on Wednesday, April 12, 2023, at 2:00 pm. To request the Zoom link, please contact Lou Stout at lstout@mideastcom.org . Additional questions regarding the RFP package must be submitted in writing to Lou Stout, lstout@mideastcom.org , no later than 5:00 pm on Wednesday, April 19, 2023. All questions and answers will be posted to the Rivers East website no later than 5:00 pm on Thursday, April 20, 2023.
